The right choice depends less on where you can register a company — that works the same way everywhere — and more on what the business actually needs around it.

Where the company is registered in the Commercial Register. A formal requirement that works the same way anywhere in Bulgaria and presumes no operation.

Main caution: Size does not guarantee availability. A capital-city labour market being the country's largest is not evidence that your specific specialist profile can be hired at your budget — that is a recruitment question, and it stays one.

Strongest reason to investigate
An industrial and manufacturing ecosystem combined with a substantial urban labour market, positioned around inbound investment rather than around the capital's service economy.

Road logistics and distribution across the country and towards Greece and Turkey
Companies with no operational reason to sit in the capital
Main caution: Do not infer Sofia's service-sector depth here. Specialist white-collar and professional-services availability should be validated for Plovdiv specifically rather than assumed from national or capital-city figures.

Strongest reason to investigate
A Black Sea port city with an established regional development ecosystem — the strongest case where maritime access or a coastal operating base is part of the business, not a preference.

Main caution: A city that is pleasant to live in is not automatically a city that can staff a specialist function. Treat the lifestyle case and the hiring case as two separate questions with two separate answers.

Strongest reason to investigate
Black Sea logistics next to actively developed municipal industrial zones — the case to examine when a physical operation and port access have to sit in the same place.

Industrial and production operations that also need sea freight
Warehousing and distribution with a Black Sea leg
Trade towards Turkey, Greece and the wider Black Sea region
Operations that need serviced industrial land rather than office space
Main caution: Cheaper premises are not a location strategy. Burgas earns a place on a shortlist when the operation genuinely needs what the city offers, not because square metres cost less than in Sofia.

Municipal investment agencies promote their own city. Their material reliably shows what a city is positioning itself around; it is not a neutral comparison. For comparable population, employment and wage figures, NSI is the source.
City-level labour and population statistics are reviewed quarterly against NSI releases. Sector positioning from the municipal investment agencies, the port operators and the regional development bodies is reviewed annually. The matching logic and the city descriptions are re-read every six months whether or not a source has changed. As at: .
What about Bansko?
Bansko can be highly relevant for remote founders and lifestyle-led entrepreneurs — but it solves a different problem from Sofia, Plovdiv, Varna or Burgas. If you need no local team, no industrial premises and no large business-services ecosystem, you are choosing where to live rather than where to operate. That is why Bansko is not a fifth column in the comparison.
There is no universally best Bulgarian business location. Sofia offers Bulgaria's broadest corporate and knowledge-sector ecosystem; Plovdiv is particularly relevant for industrial and manufacturing operations; Varna and Burgas deserve closer examination where Black Sea, port or logistics access matters. The right choice depends on workforce, infrastructure and operating model rather than company-registration rules, which are the same across the country.
Common questions about choosing a location
Does my company have to be registered where it operates?+
The registered address and the operating location are two different things. Registration follows the same procedure anywhere in Bulgaria. Where the operation actually sits is a commercial decision — and, depending on the plan, a tax and employment question that belongs with qualified advisers.
Isn't Sofia always the right answer anyway?+
For an operation that has to hire specialist office-based roles continuously, Sofia is hard to avoid. For manufacturing, warehousing, port logistics or a one-person consultancy, the country's largest labour market decides very little — and premises cost and availability often point elsewhere.
Why don't you publish salary or cost differences between the cities?+
Because a defensible comparison needs a dataset that is comparable across all four cities and broken down by function and seniority. We do not have one, and a figure that looks more precise than its basis is worse than no figure. NSI publishes comparable population, employment and wage statistics; what your specific roles cost is answered by the recruitment market.
Can I move later?+
Moving within Bulgaria is not a fresh start for the company — the registration stands and the address changes. What is expensive is not relocating the seat but a team, a lease or a production site in the wrong place. That is exactly why this decision belongs before the lease and before the first hire.
